Could someone please explane to me, what caues this happen problem.

When watching a tv program, the tv goes thru a gray scale and when its on the dark scale the back round is red and ,it and outlines the image in red. And when changing to the light side of the gray scale the picture seams normal but has some red bleeding thru.

What could cause this to happen?
