This television has no Picture or sound, just a blue screen with horizontal lines across it and a black bar at the bottom of the screen. The chasis # is CN-115i, all suggestions welcome.

No suggestions as to the possible areas that could cause these symtoms, eg. flyback, vertical/ horizontal circuit, power supply etc.  Maybe someone encountered a similar problem on another  brand/model set and found the solution.

I solved the problem, it seems like it was in some sort of video mode, I used the menu button on the TV to scroll until I reached what appeared to be auto search (it was not very sharp and in spanish) I then entered the search mode and it started searching and the screen changed to a raster while it searched, the picture and sound appeared after the search ended. I was then able to change the language to english.

 I thought the problem was solved, what happens is when you turn on the tv it comes up with the black bar at the bottom and the horizontal lines, the picture is stretched. After the tv warms up the black bar and lines gradually disappear and the picture looks ok except that the top has a conehead appearance, any suggestions.

I replaced almost all the electrolytic capacitors near the vertical IC and the TV is now showing ok, the lines and black bar are gone and the heads are no longer stretched.

Sorry for the delay in answering. I was going to suggest that you test and replace the capacitors around or near the vertical output iC but you are already there. Good Job!
