Are the new digital over the air  signals going eather be good in signal or blank out. I did not think that the digital signals could be snowy. I do have satellite and the signal is good or it's bad. Nothing in-between. When my satellite does go out because of weather, I switch to my over the air antenna and it is snowy on a couple of stations. Am I going to need a special antenna with the new converter box, or will my OTA antenna I have attached to my satellite dish still work?

There are special antennas designed for the digital signal.  Most appear to be shorter and have built in amplifiers.  I suspect that these are using "old time" digital signal boosting techniques to minimize the effects of interference.  More info should be coming online as the converter boxes should be showing up soon. (I think Walmart actually has them now.)

Forgot to add that one of thebiggest problems for "older" existing installations is the coax cable. A higher quality cable should help too.
